Taysir Kamel Ismail Ibrahim was born in Gaza on August 22, 1973, and is married. He received his bachelor's degree in Islamic law from the Islamic University in Gaza in 1995, his master's degree in jurisprudence and fundamentals from the same university, his doctorate in jurisprudence and fundamentals from the International Islamic University in Malaysia in 2012, his general education diploma from the Islamic University in Gaza, and his special education diploma from Al-Aqsa University. He worked as a lecturer at the College of Islamic Call at the Islamic University, the College of the Companions and Rabat College in Gaza, then headed the Islamic Sharia Department at the Islamic University in Gaza from 2012 to 2013, and was the coordinator of the College of Sharia and Law at the university's former southern branch between 2007-2009 and 2013-2016, the vice dean of the Islamic University's southern branch 2016-2017, and the dean of the College of Sharia and Law at the university from 2021 until the date of his martyrdom in 2023.
Ibrahim has published several peer-reviewed research papers and presented many scientific papers at scientific conferences, in addition to supervising university theses and participating in scientific seminars, lectures and video meetings that deal with Sharia rulings on various jurisprudential issues.
