Dr. Yousef Juma Salameh was born in Al-Maghazi camp in the central Gaza Strip. He obtained a bachelor's degree in Fundamentals of Religion from Al-Azhar University, and he also obtained a sharia law license in addition to a master's degree in Islamic endowment in Palestine, then a doctorate in social solidarity in Islamic endowment and its effects in Palestine.
Yousef Salameh held several positions, including:

• Acting Minister of Endowments and Religious Affairs (1998-2005).
• Minister of Endowments and Religious Affairs (2005-2006).
• Undersecretary of the Ministry of Endowments and Religious Affairs (1996-1998).
• Assistant Deputy Minister of Endowments (1994-1996).
• Lecturer at Al-Azhar University in Gaza (1993-1994).
• Director of Preaching and Counseling at Al-Azhar (1992-1993).
• Secretary of the Academic Council of Al-Azhar Institute in Gaza (1990-1992).
• Director of Public Relations at Al-Azhar (1984-1990).
• In the field of education (1974-1984).
• He also had several activities, including the preacher of Al-Aqsa Mosque, as well as the first elected vice president of the Supreme Islamic Authority in Jerusalem, an advisory member of the Faculty of Quran and Islamic Studies at Al-Quds University, a member of the Supreme Fatwa Council in Palestine, as well as the former vice president of the Board of Trustees of Al-Azhar University, in addition to his community and humanitarian contributions, and he also published many scientific and cognitive works, including:
