Born in Gaza City on March 17, 1972, Saeed Talal al-Dahshan is married and has two sons and six daughters. He completed his primary and secondary education in schools in Gaza City, obtained his high school diploma in 1990, obtained a master's degree in human rights from Janan University in Lebanon in 2012, a doctorate in human rights from the same university in 2016, and a second doctorate in international law from the University of Islamic Sciences (USIM) in Malaysia in 2019. He worked as a librarian at the Holst Cultural Center from 1998 to 2002, as a lecturer at the Community College of Professional Sciences at the Islamic University of Gaza from 2002 to 2007, and was appointed Director General at the Office of the Palestinian Minister of Foreign Affairs from 2006 to 2009.
He is the author of a number of books, including: "How to Sue Israel" (2017), "Palestine and International Criminal Court" (2020), published by the Zaytuna Center for Studies and Consulting, and a number of papers and studies published in scientific journals, including: "Recognizing Palestine as a state and its membership in the Rome Statute and their impact on the protection of civilians in the Gaza Strip", "Legal obstacles to the work of the International Criminal Court", and "Comparison of Israeli attacks on the Gaza Strip before and after Palestine joined the International Criminal Court", in addition to writing in some local and international newspapers and magazines, and participating in televised interventions, seminars and dialogues related to the Palestinian issue.
