Nasser Ibrahim Abu al-Nour was born in Rafah, specifically in the neighborhood of al-Janina, and attended primary and secondary school in Rafah. He enrolled in the Faculty of Nursing at Al-Quds University and received his bachelor's degree in nursing in 1996. He earned a master's degree in nursing administration from Marquette University from 1997 to 1998. He received his PhD in Health Care Policy from the University of Akron from 2006 to August 2010.
He worked as a general nurse and then as a senior nurse in several departments at Al-Ahli Arab-Baptist Hospital from April 1990 to August 1997. He then started working at the Faculty of Nursing at the Islamic University of Gaza as a clinical lecturer from September 1996. During his tenure at the Faculty of Nursing, he held several positions and was a member of several committees, including:
- Chairman of the Planning Committee from September 2012 to September 2014.
- Chairman of the Quality Improvement Committee from September 2011 to September 2012.
- Head of the Clinical Practice Department from September 2010 to August 2011.
